I downloaded the Dylan covers done by Bob Hate from this address:

However they all are 32 kbps. From what I understand previously the whole album was available for free under the title "Heart Like the Ocean", but it's not anymore.

I really liked his cover of One More cup Of Coffee. So if anyone who has it in a better quality shares it, I'll really appreciate it.

The CD was never available to the public.
I contacted Bob Hate several years ago, and was told only a few CDs were made for friends, and he was unwilling to provide further copies.
So those lo-fi mp3s are the only available versions, unless one of the "friend" CDs surfaces.
